Thematic evaluation

core definition

A thematic evaluation is a review of a particular aspect of quality or standards focusing on an experience, practice or resource that cuts across programmes or institutions.

explanatory context

Thematic reviews are not as common as institutional or programme reviews. They tend to be more exploratory or compliance-oriented than most other types of evaluations.

analytical review

Kristoffersen (2003) indicates that

Thematic evaluations can in principle be conducted within all programme areas and educational sectors. The aim of this type of evaluation is to assess the quality and practise related to a specific theme that cuts across programmes, institutions and sectors, e.g. the transition between different educational levels.

In the UK, for example, internal audits might explore the extent to which codes of practice relating to external examiners are being adhered to. This would be a thematic evaluation, in this case of compliance to a specific aspect across all programmes.
